Ghana And Sierra Leone Sign Six Agreements At First PJCC Meeting In Accra

Ghana and Sierra Leone have concluded their first Permanent Joint Commission for Cooperation (PJCC) meeting with the signing of six Memoranda of Understanding and one agreement in Accra.

The Ministerial Session, held on Thursday 23 April 2026, followed technical discussions between teams from both countries. It also builds on a meeting between Ghana’s President John Dramani Mahama and Sierra Leone’s President Julius Maada Bio in 2025.

Speaking at the opening, Ghana’s Foreign Minister Samuel Okudzeto Ablakwa described the PJCC as an important step to turn long-standing relations between the two countries into real development cooperation.

He said Ghana is committed to ensuring full implementation of the agreements, with close follow-up so that citizens in both countries can benefit directly.

He noted that key areas of cooperation include agriculture, energy, defence and security, health, trade, and investment. He said these sectors have strong potential to create jobs and support economic growth.

On her part, Sierra Leone’s Deputy Foreign Minister Francess Piagie Alghali said Sierra Leone is committed to deepening its partnership with Ghana.

She said the signing of the PJCC reflects the shared vision of both countries to transform their historic relationship into a stronger and more practical partnership focused on development and solidarity.

The six MoUs and one agreement signed cover defence and military cooperation, electricity power development and management, intelligence and security cooperation, cocoa sector development, political consultations, tourism, culture and creative arts, and health cooperation.

Both co-chairpersons, Samuel Okudzeto Ablakwa and Francess Piagie Alghali, pledged continued engagement and strong monitoring to ensure full implementation of all agreements reached.

The Sierra Leone delegation was led by Deputy Foreign Minister Alghali and included officials from the Ministry of Foreign Affairs and International Cooperation, including Director General Alan Charles Logan and technical experts from several ministries and agencies.

The team was also supported by Sierra Leone’s High Commissioner to Ghana, Mohamed Hassan Kaisamba, and diplomatic staff at the Sierra Leone High Commission.
