Sierra Leone Secures $50 Million Deal with China for SMART Sierra Leone Project

In a landmark agreement, Sierra Leone’s government has secured a $50 million deal with the China National Technical Import & Export Corporation to advance the ambitious SMART Sierra Leone Project. The contract was officially signed yesterday on the 4th of September 2024, by the Ministry of Communications, Technology, and Innovation, represented, during the Forum on China–Africa Cooperation (FOCAC) Summit in Beijing.

The SMART Sierra Leone Project is a cornerstone of the government’s ongoing digital transformation agenda, aimed at modernizing the country’s telecommunications infrastructure, improving digital services, and expanding internet access across rural and urban areas. The initiative will significantly enhance e-governance, improve public services, and contribute to Sierra Leone’s broader goals of socio-economic development through technological advancement.

The $50 million funding, provided by the Export-Import Bank of China, will support key elements of the project, including the development of modern ICT infrastructure, digital literacy programs, and the implementation of new technologies to improve connectivity in underserved regions.

The deal was formalized at the FOCAC Summit, which continues to play a pivotal role in fostering stronger economic and technological cooperation between China and African nations. This latest agreement underscores the growing partnership between Sierra Leone and China and reflects both countries’ commitment to shared progress and development.

Speaking at the signing ceremony, Sierra Leone’s Minister of Communications, Technology, and Innovation emphasized the significance of the project, stating, “This agreement represents a major step forward in our national digital transformation efforts. The SMART Sierra Leone Project will help us harness the power of technology to improve governance, expand access to critical services, and create new opportunities for innovation and growth.”

The SMART Sierra Leone Project aligns with the government’s broader vision to transform the country into a digital hub, promoting economic growth, job creation, and enhanced service delivery. The project will play a critical role in strengthening Sierra Leone’s competitiveness in the global digital economy.

China’s Ambassador to Sierra Leone, hailed the deal as a reflection of China’s commitment to supporting Africa’s development agenda. “China is proud to partner with Sierra Leone in its journey towards technological advancement and sustainable development. This project will not only benefit the people of Sierra Leone but also strengthen the ties between our two nations,” the ambassador noted.

The SMART Sierra Leone Project is expected to commence in early 2025, with initial phases focusing on building the necessary digital infrastructure to support future innovations. This deal represents a major leap forward in Sierra Leone’s digital landscape and is set to make a lasting impact on the nation’s development.
