The Republic of Sierra Leone Armed Forces (RSLAF) has announced the retirement of 70 military officers, marking one of the most significant personnel changes in recent years. The move, approved by the Defence Council during its meeting on November 18, 2024, includes the retirement of two generals and reflects a strategic effort to modernize and restructure the military’s command.
Among the notable changes, Lieutenant General Peter K. Lavahun, the former Chief of Defence Staff (CDS), was retired and appointed as Sierra Leone’s Ambassador to Kenya, while Major-General Fred D. Alpha, the Commander Joint Force (CJF), was appointed as Deputy High Commissioner to Nigeria.
Brigadier-General Idara Bangura was promoted to the rank of Major General and appointed as the new CDS, signifying a new era in RSLAF’s leadership.
Retirement Breakdown
The retirement of the 70 officers includes:
- 2 Generals
- 5 Colonels
- 10 Lieutenant Colonels
- 30 Majors
- 7 Captains
- 16 Lieutenants
The list includes distinguished figures such as Major General CF Marah (SL 729) and Commodore PJ Juana (SL 689), both of whom held key leadership positions in the Ministry of Defence and the Navy.
Categories of Retirement
- Reservist Retirement:
A total of 53 officers were retired due to performance and age. These individuals will receive a lump sum equivalent to one year’s salary, along with other benefits. They will also be placed under the reservist category, making them eligible for reactivation during emergencies. - Marching Orders:
17 officers were dismissed for Absence Without Leave (AWOL) or misconduct. Unlike the reservists, these individuals will not receive retirement benefits and are excluded from reservist obligations.
Captain (Navy) Lawrence Jabati, Director of Defence Personnel, emphasized the fairness and necessity of the process.
“This retirement exercise reflects our ongoing efforts to enhance discipline and efficiency within the military. The reservists will remain an integral part of our national security framework,” he stated.
He further noted that the AWOL and misconduct cases highlight RSLAF’s commitment to upholding professional standards.
The retirements and leadership transitions aim to create a more agile and effective military force. The restructuring aligns with the government’s vision to modernize the RSLAF and ensure that it remains equipped to address emerging security challenges.
President Julius Maada Bio, as Commander-in-Chief, oversaw the bereting of the new Chief of Defence Staff, Major General Idara Bangura, and expressed gratitude for the service of the retiring officers.
