Early Life and Diplomatic Career

Mr. Norbu Negi joined the Ministry of External Affairs in 1997. Over the years, he has served in several important diplomatic positions, gaining experience in bilateral relations, consular services, international organisations and diplomatic administration.

Previous important Diplomatic Assignments

Before his appointment as the next High Commissioner of India to the Republic of Sierra Leone, Mr. Negi held important diplomatic responsibilities in France, Bahrain and Azerbaijan.

  1. Paris, France – Permanent Delegation of India to UNESCO

Earlier in his diplomatic career, Mr. Negi served as Second Secretary and Head of Chancery at the Embassy of India in Azerbaijan.

Appointment as High Commissioner to Sierra Leone

The Ministry of External Affairs of India announced Mr. Norbu Negi’s appointment as the country’s High Commissioner to the Republic of Sierra Leone, with his diplomatic mission based in Freetown.

On 9 October 2026, Mr. Negi called on the President of India, Smt. Droupadi Murmu, at Rashtrapati Bhavan in New Delhi.

The meeting was an important step ahead of his diplomatic assignment to Sierra Leone.

His appointment places him at the centre of efforts to strengthen diplomatic, economic and development cooperation between India and Sierra Leone.

Strengthening India–Sierra Leone Relations

India and Sierra Leone have maintained friendly diplomatic relations for decades, with cooperation extending across education, healthcare, agriculture, trade, technology and infrastructure development.

As High Commissioner, Mr. Negi is expected to support and advance cooperation in several key areas.

Development Cooperation: Supporting infrastructure development and economic growth through India’s concessional Lines of Credit, grant assistance and other development partnership initiatives.

Education and Capacity Building: Promoting opportunities for Sierra Leoneans through the Indian Technical and Economic Cooperation (ITEC) programme and scholarships offered through the Indian Council for Cultural Relations (ICCR).

Trade and Investment: Encouraging stronger commercial relationships, business partnerships and investment opportunities between Indian and Sierra Leonean companies.

Healthcare and Technology: Supporting cooperation in medical services, pharmaceutical access, digital technology and public service innovation.

Agriculture and Food Security: Exploring opportunities for agricultural development, technology transfer and improved food production.

A New Chapter in Diplomatic Relations

Mr. Norbu Negi’s appointment comes as India continues to expand its diplomatic and development engagement with African countries.
